Combine JPG and PDF into one file, every page where it belongs

The short answer

To combine JPGs and PDFs into one file, first drop the pictures on JPG to PDF with the same paper as your documents (A4 or US Letter) and download that PDF. Then drop all the PDFs, including the new one, on Merge PDF, put them in order with Up and Down and press Merge. To slide a photo into the middle of a document, finish in Organise PDF. It all runs on your device, so nothing is uploaded.

Step 1: turn the pictures into a PDF

  1. Drop the pictures: JPG, PNG, HEIC, WebP, AVIF, TIFF, GIF or BMP, in any mix.
  2. Order them with Up and Down in the file list, the order they should have in the final file.
  3. Paper: pick the size of the documents they will sit between, A4 for European paperwork, US Letter for American. Orientation Auto, Fit, margin 0 mm suit most sets; a 10 mm margin looks tidier for photos of receipts or IDs.
  4. Output: “One PDF, a page per picture”, unless each photo has to land in a different place (see step 3).
  5. Make the PDF and download it. With 3 photos named photo-1.jpg and so on, the file is called photo-1-and-2-more.pdf.

A JPG photo goes into the PDF as its own picture data, unchanged, and without the camera details (GPS position, phone model, time). HEIC, WebP and AVIF photos go in as JPEG at quality 90; PNG, TIFF and graphics are stored losslessly.

Step 2: merge everything in order

  1. Open Merge PDF and drop the documents and the photo PDF together, for example lease.pdf, photo-1-and-2-more.pdf and invoice.pdf.
  2. Check the list. The result follows it from top to bottom; move a file with Up and Down.
  3. Leave Bookmark per file on if the result is long: each file gets an entry in the PDF’s outline, so the reader can jump to “invoice”.
  4. Press Merge and download. The file is named after the first one, as lease-merged.pdf.

If you drop a JPG on Merge PDF by mistake, the page says “Left out 1 file this tool does not take.” That is the cue for step 1.

2 steps: the pictures become 1 PDF, then Merge puts it between the documents. Each page keeps its own size.

Step 3: a photo in the middle of a document

Merge orders whole files. To put a photo between page 3 and page 4 of the lease:

  1. Merge lease.pdf and the photo PDF. The photo is now the last page.
  2. Open the result in Organise PDF. It lists every page with Up, Down, Turn and Remove.
  3. Move the photo page up until it is item 4, and press Apply.

When several photos go to different places, convert them with Output set to “One PDF per picture”. Then each photo is its own 1-page PDF, and you can list them in Merge between the right documents. For a document that has to be cut in 2 around a photo, split it first with Split PDF using Ranges (1-3, 4-), then merge the 3 parts. The page order guide covers longer files.

Matching page sizes

Merge does not resize anything; every page keeps its own size. In our test, an A4 portrait document merged with an A4 landscape photo page came out as 3 portrait pages and 1 landscape page, all A4. So the paper you choose in step 1 decides how the photo pages sit:

To make every page the same size after the fact, Resize PDF scales every page onto 1 paper size, landscape pages on landscape paper.

The honest part

  • 2 steps, not 1. There is no single screen that takes pictures and PDFs together yet. The pictures have to become a PDF first.
  • Merge does not drag pages between files. It orders whole files; moving single pages is Organise PDF’s job, 1 file at a time, with Up and Down rather than dragging.
  • A photo on a page is a different job. If the picture must sit on an existing page, a signature scan on a form or a logo in a corner, that is editing, not merging. Use the editor’s Picture tool; add an image to a PDF shows how, and edit a PDF covers the rest.
  • Passwords come off. A password-protected PDF asks for its password in Merge, and the merged result is not protected; the result card says so. Put a password back on with Protect PDF.
  • Size adds up. Photos go in unchanged, so 5 phone photos add about 15 MB. To email the result, run it through Compress PDF afterwards.

For a stack of photos with no documents at all, combine photos into one PDF is the shorter route.

Questions

Can I drop JPGs straight onto Merge PDF?

No. Merge PDF takes PDFs only and leaves pictures out, saying how many it skipped. Turn the pictures into a PDF with JPG to PDF first; that takes a few seconds, then merge.

Do the PDF pages lose quality when merged?

No. Merge copies each page as it is, with its text, fonts and pictures, and nothing is redrawn or compressed. A JPG photo inside the photo PDF is the original picture data, copied unchanged.

Will the photo pages be the same size as the document pages?

They are if you choose the same paper when converting. Convert the photos onto A4 to sit between A4 documents, or US Letter between Letter ones. Merge keeps every page's own size.

How do I put a photo between page 3 and page 4 of a PDF?

Merge the PDF and the photo PDF, which puts the photo at the end, then open the result in Organise PDF, move the photo page up to position 4 and press Apply.

Is anything uploaded?

No. JPG to PDF, Merge PDF and Organise PDF all run in your browser on your device. The documents and photos never leave it.
